This motor in neutral idles fine but when throttle is advanced starts to surge speeds up and slows down rapidly as if on a cycle. This engine runs fine while in gear. Surging generally starts around 3000 rpm. I have replaced with new fuel, primary fuel filter and checked out alternate CMP sensor. Anybody have more suggestions, thanks

In neutral, there is a throttle limiting function that prevents the engine being revved past about 3000rpm. The ECU cuts spark and reduces fuel flow. This is to orevent the engine being damaged by excessive revs with no load while in neutral.
This sounds exactly what is happening in your case.
There is no good reason to be revving a engine this hard in neutral. I recommend you do not do it again.
