in neutral i can not get the motor to rev beyond 1/4 throttle. Is this some safety feature or what

hard to say what is the correct rpm for your motor but AFAIK all motors have neutral rev limiters that kick in to protect from over reving

if it runs good in gear I would assume its the rev limiter and not worry about it
