I have a 1999 40 Suzuki 4 stroke. Was running when parked 2 years ago, now won't turn over. I thought it might be hydraulically locked or seized so I removed all 3 plugs and it turned over fine. Install the plugs same problem. I have replaced the battery and lead lugs with new still same problem. Could the starter be weak, can it be rebuilt.
