Jet drive linkage

I cannot get the reverse gate to move in place and the boat moves slightly forward eventhough the shift stick shows reverse.

What is the best and or easiest way to adjust the linkage on a jet drive?
Can the linkage be accuratly adjusted while on a the trailer?
