DT55 Power Tilt Problem

A buddy of mine has a DT55 outboard motor that has been sitting on his boat in the garage for a number of years. We need to move it out of the garage and take it in for quick tune up, but cannot get the motor to tilt upwards so we can tow it.

A new battery was added and we were able to start the motor. Problem is we cannot tilt up the motor for some reason. We hear a click when we press the button to raise it on the motor, but nothing happens.

Is there anyway to manual tilt the motor so we can get it to the service center?
