2007 DF 140 Rear (Exhaust?) Port Question

Just bought this boat and this engine is new to me. The port next to water pump tell tale, is it suppose to spray water when running? It doesn't when i put the muffs on to flush the motor. i read somewhere that you could plug that hole to get better performance. What is the story there?

It's part of the exhaust system, if you look at parts diagram you will find that there should be a small plastic part call "muffler" that reduced the diameter of the hole. It just snaps in and its no uncommon for it to blow out. This will cause more exhaust flow that will include mist of water and exhaust noise.
