The Power Trim/Tilt on one of my 2002 DF70's has given up the ghost and the other is right behind it. Both still make pump noises, but have starting leaking. I don't see any fluid leaking from the top of the unit, but it is leaking either from the connection to the reservoir or under the cap on the manifold assembly. I see from the schematic at:

that there is an o-ring under that cap (part 48557-90J00), but I don't see any seals listed for the reservoir. Are there any? Is there any chance that these 20 year old units just need that one o-ring replaced instead of a $620 manifold assembly?
