1999 df70 when trying to adjust idle there is no response when turning iac screw .also hose at iac silencer has a vacuum on it is the his normal

i'm not positive on this but I am not sure the IAC valve is the idle adjustment
I would suggest getting the repair manual however -
was thinking. top of the page is -search the forum-
click on advanced search. type in IAC and you will find a fair number of conversations on this valve

The IAC valve does fine tune the idle
however there is a couple of pages in the manual with a set of procedures to follow before you make those final adjustments
However, the one thing the manual starts with is making sure the pathways are clean
