DF60A intermittently not tilting up while on the water

My outboard has an issue where it fails to tilt up while on the water, when it's off the water it works fine, which is making it harder for the mechanics to troubleshoot.

What I've identified so far is the this

• Only happens on the water
• Sometimes you can assist it and it lifts up
• It's affecting the PTT switch at the helm and on the outboard
• Sometimes it will jerk for a bit and stops working.

Any ideas? I've been told I need to wait for the part to fail completely, otherwise I'm swapping out expensive parts for no reason.
