Vapor Separator fuel leak

what may be the issue with VST vapor separator fuel leak when engine is running. it drain a bottle of gas for abut 5 mins of engine running. is it the float or is it the low fuel assymbly. This has to be a common issue since they design the fuel line to drain that many fuel out of the outboard.

I thought this is illegal for fuel to be draining on the water.
why cant they design it in such a way to flow back to the gas tank.

eat fish, are you talking about the drain line that is under the VST cause if you are that is the drain line, there is a small screw above it, tighten it and fuel will stop draining out when the fuel pump is turned on
