My motor won't start in neutral, I can disengage out of neutral and with a little more throttle it will start and stay running when I go back to neutral. I replaced my IAC valve and reset it. I have tried the bad IAC valve after cleaning and it does the same thing as the new one like described above.
Every time I turn the motor off I have to restart out of neutral then the motor runs fine until I shut it off?

Sounds like the neutral switch is out of adjustment
You will find it where the shift cable terminates under the cowling on the starboard side of the engine
