1997 15hp four stroke starting issues

The motor (a 15DF) as in the title requires the choke and a little throttle when warm to start after sitting for about 5 minutes. If I don't start it using this method, it fires and stalls. Any ideas from the Suzuki 'Gurus' out there what may be causing this?

Is this a carb or fuel injection motor?

Its the Carburetor version. I have already stripped and cleaned the Carb, but still have the problem?
