a collapsed primer bulb is always a problem between the bulb and the fuel tank,
as harper already wrote:
Fuel tank vent clogged, fuel line prior to bulb clogged/deteriorated/kinked, sock on fuel tank pickup tube clogged, filter prior to bulb clogged, bad anti-siphon valve.
The fuel tank vent clogged will be the slowest to collapse the primer bulb as he need to create a vacuum inside the fuel tank. You can check that when you open the fuel cap and hear a sucking noise.
Clogged fuel pick-up (screen) can be cleared temporary by blowing inside while fuel vent is open. If this help you need to clean the fuel tank to get the garbage out of it to avoid further problems.
Stuck anti-siphon valve is harder to fix, if welded to a aluminum fuel tank try to blow and maybe tap carefully with a hammer to get it unstuck.
Kinked hoses and clogged fuel filter between tank and primer bulb would be the easiest to fix, check the lines and install a new fuel filter element.
May it be that you have a fuel shut-off valve and it's closed?

Could also be fuel lines between tank and engine have failed internally - see this a bit in areas where ethanol fuel is used. Lines can look good outside, but collapse internally and block fuel flow.
Just as a note, this is most unlikely to be a problem with your Suzuki - highly likely, as you have seen from the earlier replies, that the problem lies in your boat's fuel system. Essentially, the motor is doing its best to suck fuel thru, but something is causing a restriction between the tank pickup and the engine, probably before the bulb.
Or, as indicated, there may be a vacuum created due to the tank vent being blocked - the quickest way to rule this cause in or out is to open the fuel tank filler cap when the problem occurs - if you hear a sucking in of air, then the vent is blocked and you need to find out how/why and rectify the issue. Sometimes those mud wasps like to build nests in the vent outlet and block it up!!
