Looks like an add-on someone did, it appears to be into the water passage of the cylinder head, maybe used for a pressure gauge, or possiblity of previous overheat problem in the head, and they wanted to try getting more water to flow through the head? I can't think of any other reasons?
Unless the factory cap that was originally there started leaking, and the earlier owner put that in to stop the leak, instead of buying a new head (most plausible thought)?
