I would expect without the valve you would be bypassing too much water and the cooling water pressure would be too low and engine would over heat.
The question is why would you want to run without the water pressure regulator? I would't run without it.

thanks Jim I run in 19 degree to 27 degree water temps and I actually thought it would help in cooling the engine down more not heat it up, I thought more water flow would be better. but from what I have gathered it is important for releasing pressure, not so much to do with cooling, I maybe corrected.
