I have a 115 4 stroke outboard that seems to run fine when I first take it out but after I have been idling and go to get on plane the engine sometimes starts surging when I give it fuel and it won't get enough power to get on plane.

there are a couple of things you can check
would start with the fuel bulb- is it collapsed?
the engine can create enough of vacuum that it basically starved itself
the other is thing that can happen is a loose fitting allowing air to get sucked into the fuel system
see if either of those might apply

Yes I have just been through a similar issue with my DF250 2014. Thought because the motor has only 210 hours on it and just been serviced that it couldn't have been filters etc. Check all your fuel supply from tank to engine lines, breather all the filters. I'll bet though you have dirty VST.
