I bought a Carolina Skiff JVX16 last year and it was fitted with a Suzuki DF50 outboard. It's fitted with a 11x17 three blade aluminum propeller. My engine RPM ranges between 3500-4000 maximum. Is this the top end for this 4 cycle motor or is the wrong size prop on this motor?

If you can only get 3500-4000, something is probably badly wrong.
It may be the prop, it may be that the tacho is not reading properly, it may be that the motor is set waaaaay to deep, but it is just as likely as anything to be that the engine is not running on all cylinders or something like that.
You should aim to get 6000rpm at WOT.
You really need to investigate to find what the actual problem is and fix it, running at those revs is potentially doing real damage to the engine, if it was mine I would not run it again until it is sorted.
