Df140 compression test all 98-100. What does that mean?

I have several problems with my first engine. I did a compression test and all cylinders were within 2psi. But the gauge only said 98-100. I have read on this forum they are usually much higher? What does this mean?

Put a teaspoon of engine oil in each cylinder and run the test again, then compare readings. Also what year model and how many engine hours are on it
