I currently have a 1991 Suzuki 140 outboard. I am looking at a 2009 140 with no controls or wires. Will the wires and controls I have match up?

I'd say not the same wiring and gauges, controls might work?
You're always better off to get gauges and wire harness for your motor even if buying used. Many changes are made to motors over the years, new computers, sensors, diagnostics, and many more advanced features.
You might go to browns point marine, or boats.net , look up the wiring harness an gauges, price them out, then deduct from the price. Realistically the seller bought motor, controls, harness, gauges, and installation as a package.
If the controls have the ignition key and kill switch included - built in, then you may have to buy the ignition key and kill switch to mount on the dash. Added costs to getting that used motor.
Sometimes adding all the extra items, that someone keeps, to save himself money on his own repower, will come out of your pocket.
