DT40 help please

Hi, I'm new to the forum. I have a DT40 (4001 107198) which I believe is a 1983.

I have a few problems with it and I would like to connect the tiller cable back on and cannot find any help on Google on how to do this.

Any help would be really appreciated.

According to browns point marine your dt40 is a 1981 year.
