Finally problem solved.!
The white wire is broken somewhere within the harness. I spliced a wire into the harness at the motor and up at the helm. Motor running, all gauges work, trim/tilt working.
I will buy a new harness and replace existing. I'm concerned there could be underlying faults with other wires within the harness- don't want anyone to end up stranded. if I knew there was a potential problem
Another interesting twist in this whole debacle- turns out the trim switch on the motor was bad as well. So testing for voltage draw using this switch was not effective
