would this Suzy 85 have a poppet valve on the cooling system, .? if so where?

Your best bet, is put foot into a large drum/container, leave in neutral (or remove prop, and no revving at all), then add 5-7 gallons of vinegar with water in the drum (at least 2" - 3" above the water pump impeller).

Let motor run at idle for 20 mins cycles, keeping water&vinegar above impeller, then let water cool down. Do this 20 min cycle a good 4-5 times using the same vinegar & water adding make up solution as needed.

During your run cycles, while motor is running, with the vinegar flush, try pushing a heavy piece of monofilament/weed-eater line up into the tell-tale hole to see if trash is up in there.

There may still be a spring loaded diverter/ball valve, generally located in the head that opens when water pressure is too high, also closes by the spring if pressure is low. This valve acts like a pressure relief valve when motor is running at higher rpms, to keep motor temp right with the thermostat, and if thermostat is missing, motor may stay too cool to idle smoothly?

Make sure all 3 carb air-mixture screws are set the same per the service manual.

Yes, if still having problems with cooling motor, there may be too much corrosion, or the rubber grommets are no good between the exhaust channel and water pump cavity under the impeller.

The 2 strokes can leak oil from prop because it does burn the oil as it uses it.
