The voice checklist volume does not work. I unplugged it to save my sanity and am wondering if it controls any engine functions. I would be OK with it if I could turn the volume down and it had a soft female British accent.

Sorry, I'm not familiar with any voice-check-list feature on any of the older 2 stroke motors? Are you sure it is related to the motor? It must be something related to the electronics on the dash, programmed by previous owner?
Just my thoughts?
