Boat has been running fine lately, last week tried to go on a fishing trip and it did not want to start, it just cranks over. Checked batteries and they weren't fully charged so I thought that was my problem but it wasn't , it is still not starting after the batteries were charged. All connections seem ok at the battery and at the motor? Thanks in advance for your help.

When a 2 stroke engine is not starting then its usually either
a) lack of gasoline
b) lack of spark
You may try a start spray to see if the engine will show signs of starting,
if the engine still only cranks then you have no spark.
You can also pull the spark plugs, clean and gap them and then check if they spark.
As your engine suddenly died, i guess there is a problem with fuel delivery,
either no fuel or too much (what you can smell).
Check primer bulb is working, fuel filter for water, fuel hoses for air leaks.
Check also that the spark plug cables are on the corrsponding spark plug!
Cleaning the carburetors should help to bring her back to life.

Your neutral safety switch on the 95 model would prevent the starter from spinning the motor over. However, The kill switch could prevent the motor from sending spark to all the plugs.
Does your motor have carbs, or EFI?
Have you checked for spark at the plugs?
If you have spark at plugs then look at fuel problems. If it's been only a week since it was running good, then what happened since then? Did you get fuel from different place?
Post back when able and let us know a few more details of the story. Good luck.
