check engine light

I have a rebuilt 250 Suzuki df with approximately 25 hours on it. the check engine light started flashing in 5-1 pattern and then alarm and motor will not rev over 3000 rpm , then revs down. What is this? any quick fixes? can I run at low rpm w/o messing up motor?
