The motor starts up with throttle advanced but will not idle. Have found that the filter next to the fuel pump isn’t staying full and can be fill d while running using the ball. What could my problem be

What do plugs look like? For first question.
How long has motor been like this? Second question.
Do you have a Suzuki service manual for this motor?
Has compression been tested (22 years old)?
What has been tried already to fix it?
Has the motor been sitting up for a long while?
When was the last time it was idling ok?
Does motor run fine at wot?
Have the carbs been cleaned recently??
Sounds like (possibly) idle-air-mixture (fuel and air) pas-sages dirty, not adjusted properly to service manual setting (re: not idling).
Could be bad fuel pump, restriction in fuel lines, by pumping bulb you are working like fuel pump should.
Trash in fuel blocking filter, pump can't pull fuel through filter?
So many different possibilities to such statements, if you can answer some of my questions, i might be able to answer your question better

what you are describing is an air leak into the fuel line. as the fuel pump is working it is pulling air into the fuel line and you are seeing that in the small fuel filter pre the low pressure pump
check the hose from the fuel tank to the engine first off
hoses that are 12 years old are notorious for going bad
in fact would suggest just replacing it, including the fuel bulb.
also, make sure the fuel bulb is mounted in a verticle position
and make sure all the hose connection are secure
