1998 4 stroke 70hp fuel pump

When I turn on the key, the electric fuel pump doesnt start purring as it does on the other engine. The thing wont start, cough, it does have sparkage.
I checked that. I also checked the fuses I found and they all are good. Ive got a manual on the way, I just don't have it yet. Any ideas?

Is there power at pump plug on vst if yes the pump in vst maybe had it

Since I could be considered a boob about where this is and that is, I must plead total ignorance as far as that check is concerned. My knowledge will escalate when I get that manual. I have a volt meter and I know enough to make rudamentary observations... so I will have another drink and wait on the BOOK!
