2005 DF140 3600 rpm governor

hey guys I got some questions and I hope I can get some answers about my outboard only hitting 3600rpm On WOT and then it starts to governor. It only happens if I try to WOT. When I’m trolling under 3500rpm i don’t notice any problems. I don’t have any warning lights coming on or any buzzer sound to indicate a problem. (Buzzer and check engine lights works) as soon I turn the key to on.
i do have some faulty codes from the previous owner but he said it could be systematic due to bad wiring on previous boat. Much help would be appreciated thank you.

My 2012 DF-175 did this same type of bs. Prop hub had spun in a new prop without a nick on it. Up to 3500-4000 just fine then up against the rev limiter.
Pretty easy to switch out a prop to test? Good luck

My 2007 DF140T is doing the same thing. the parts diagram shows a neutral switch and a neutral switch assemble. Which one needs to be replaced in your opinion?
