Power tilt will not go down only clicks.

I have a 1998 DF60HL engine. The up power tilt works but the down only clicks. If I switch the green and blue wires on the relays, 38410-94552, It will go down when I push the up switch and still click when I push the down switch.

I am not sure what this tells me.

Which relay is the down and which is the up?

switch around the relays and check them
if it works then bad relays
replace both

pink is down
blue up

green down
blue up
