I have a 2017 Suzuki 4 stroke on a BlueWave PureBay 2200, I currently have a 16x21.5 on it right now and my top speed is at 48mph, do you think the 14.75x23 will give me a better top end speed.? I am new to anything over 40 HP so i would like to make the best choice for spending $500 on a prop

Which Prop for 175 HP

The most important thing re selecting props is to choose one that results in the engine reaching 6000rpm or close to it at WOT, with a normal load on board. Even a touch over 6000rpm is OK. Mine will pull about 6150
If you achieve that, adding more pitch to the same make/model prop will not improve things and likely will make the motor perform worse. You would have to look at a higher performance model propellor.
So the question really is, what is your engines max rpm at full throttle (WOT) currently? And, what make/model/material is your current prop?
fYI here is a link to Suzuki USA website page whee they do boat tests with the DF 175. AslsomI put links to tests for what appear to be 2 models of your exact boat.
They include details of props used and speeds obtained. But remmeber, these tests are usually done with very light loads on board and absolute optimum setups and conditions. You might not get the performace that they do!
