Suzuki Control Box Alarming - Will Not Turnover

Gents,

I just purchased and installed a 1999 Suzuki 50 HP - all went well however the Control Box provides a solid alarm when turning the key, the engine will not turnover, and the tachometer "Limit" light flashes 5 times at startup. The throttle/shift cables are not yet connected however the engine is in neutral and the lanyard is connected. Same alarm when shifting into forward/reverse. There is no info in the Service Guide on alarm codes. Any guidance on the problem and resolution?

Wire

There is a wire from the neutral switch that plugs into the front of the motor. Is that possibly tell the motor it is in gear?
