I have a 1995 25hp suzuki with leaking carburetor. I replaced the three needle seats with new ones, New seat seals New needles and the carburetor pours fuel out of all the overflow ports while running. All the float levels seem to be adjusted per specs. Could the floats be bad?

Do you have 3 carbs?
I doubt if all floats are bad. I might believe either the float settings are off, or there is trash in the low pressure pump, or lines getting in the way of the new needle valves? You should be able to hold each carb level, put a short tube on fuel inlet, and blow into the tube until you raise float up level - once float is level you should not be able to blow air through needle valve.
But if all carbs are flooding, you have the same error occurring for each carb.
