DF70 injectors

My 2000 DF 70 starts and runs fine. When in the water it will only get up to about 3000 rpm. On the hose it runs fine but when cold start lever is up, it will not hit rev limiter. No codes, pumps fine. Im leaning towards clogged injectors.
How difficult is it to remove and clean them. It did sit most of the winter. Fuel system is clean. Thanks in advance for any ideas.

Usually when you have injector problems the engine will run rough, you say the engine runs fine up to 3000rpm. In neutral the engine won't rev over 3000rpm, the signal from the neutral switch informs the ecu and it limits the rpm to 3000 and the timing fixed at 8 degree's. Before you go any further check and make sure the neutral switch is working. It might need adjusting, when your in neutral the contacts will be closed and in gear open the contacts might still be closed when you put it in gear, or the switch is faulty
