2010 9.9 no water flow before or after new impeller

so I get a boat in my auto repair shop and no water flow. pull lower find impeller missing half a vane. replace impeller and housing due to melted plastic housing. drop foot into trash can full of water and start it, no water flow. force engine rpm up via carb and still no flow. whats next? if your suggesting I clear the water passages its clear at foot to pump and air hose in tube going up into eng proves some flow but hard. the Pee hole is small so I dont know how much it should take to push. foot off in tub of water proves very little flow if any but shaft seal isnt much of a seal so water flows up between seal and shaft.

NVM its fixed. poor quality control at Suzuki factory. Found woodruff key brand new in water outlet hose from thermostat. customer bought it new and has never had impeller replaced so this was factory error.
