2008 300 HP Suzuki

I have a 300 HP Suzuki I'm trying to get the power head removed . I have removed all the bolt and have lifted on the power head with a engine hoist . can't get the power head to move at all the lower unit has been removed . any suggetions on wat I'm doing wrong . thanks for your help

You did not mention if you have the shop manual?
I have found them to be pretty complete on directions and point to all the bolts
