I use my outboard fixed to an outboard bracket on my sailing dinghy. I use the tiller on the dinghy to steer. How can I lock the outboard into straight ahead mode? I have tried tightening the steering tensioner but the engine still swivels off centre.

the tensioner was never intended to lock the steering so if that is your goal then make a bracket to connect to the steering rod mounting point and fix it in place.
another route would be to drill and tap a hole in the swivel mount and put a screw bolt to lock it in place
simplest solution is use a heavy duty rubber bunge cord to hold it straight
