    trash or blockage?

Granted trash and or corrosion might be the problem, but seems that would cause problems at all speeds/ rpms.
The reason I suggested the screen was, in neutral almost all the water needed would pull from there, some may pull from a sub-water pickup, but if partially blocked, corrosion or dried dirt, oil, cob webs, or?? The motor would operate just as described.
Still unable to see a parts brake-down for this motor water pump.
    Good luck.

im right there with you, none of it makes sense but the acid flush removes the corrosion somewhere question mark. that's all im thinking.

the water pump housing shaft seal can be a good reason for your problem because if its worn it can seal at idle (no pressure to make it leak yet) then at low speed it has a "little" pressure and leaks past the seal. this would never reseal unless you dropped the water pressure again as in shutting it down. moving up to higher speeds builds pressure faster and that may swell it enough make it seal and not leak enough to effect water pump operation.

just as a footnote these seals are installed upside down so the open side with the spring showing faces out so you see it.

one other thought on this problem...

If there is an exhaust leak causing this problem, then I would venture to say it is around the prop directed at the intake screen, where low RPMs misses the screen, but higher RPMs the exhaust is pulled directly into the screen.
Again, just thinking. Hope you find the problem.

          good thoughts keakar.

          We're thinking the same direction.
Wish I could pull the parts picture for this motor.
You have a big advantage because you mentioned having a 9.9.
Haha, but I did solve the mystery part... Haha.

no I don't have a 9.9 that wasn't me, I just spent years dealing with strange gremlins on outboards.

self taught and never used dealer mechanics except for break in maint

been fishing for 40 something years now and went through many many engines lol.

it sounds about right so I think you did too, but he never confirmed that's what it was in that other thread

              the parts picture shows...

You do not have the sub-water pickup that I thought you had. Therefore the screen is not blocked. There are a couple possibilities... In the gear case picture: part # 25 & 26 might be worn/ damaged allowing exhaust to block water pump if more than low idle in neutral. Likewise, part #11 may be damaged/ corroded allowing escape of exhaust into the pickup screen located just above. Maybe the propeller is not fitting inside part # 11 properly because it is shimmed out to far.
Keakar, I hope you will correct me if wrong, but the inside lip of the prop should seat just inside the edge of part #11. Has the prop been removed recently? Is it possible someone mixed up the spacers, or put two behind the prop by accident??
              Your thoughts Mr.Keakar ?
Thnx for the parts picture too.

                maybe the prop spacer...

Part #22 is a prop spacer, is it possible it was installed under the prop instead of on top of the prop under the flat washer and nut?
                Just another thought.
Hopeful all these thoughts can solve your problems.

I have a 9.9 dt 1996 and the exact same problem my feeling is that when at idle in neutral the exhaust comes out through the upper vent and does not interfere with the water intake when you increase the revs in neutral the exhaust starts to exit via the prop and then stops water entering the intake the exhaust gas then goes into the water intake this will correct itself when the engine is moving in gear

I have only recently acquired the engine and have no paperwork to go with it so maybe my thoughts are completely irrelevant does anyone know where I can get a decent service manual?
