2000 25hp four stroke lower speed/starting issues

Good Day All,
I was curious if anyone had an idea of what's going on with my four stroke suzuki. I get about 2-3 pulls to start the motor and must immediately throttle up, put it in gear and go. If not it stalls and must wait an hour or so before I have another go. Once in gear running at half to full throttle there is not one hiccup. When I throttle down to maybe 1/3, it starts to sputter and dies and again I have to wait a long time before I have a chance to get it going again.

I'm thinking I have a stuck low end float?
Any chance it could be a fuel filter of pump issue?

Might remove and clean carbs, probably will make it run right.
