Help figuring out starting issues on a 65 hp

I have a 1994 dt65tc she wont do anything via key. If I turn the key to on and put the safety switch in I can jump the two poles at the starter solenoid and she starts right up, I think its either the neutral safety switch or the starter solenoid any thoughts or ideas before I start tearing the control down or ordering parts. also the key works the choke so I don't think its the switch.

Check for 12 volts on starter circuit wire at solenoid with key in start position, if have voltage then test solenoid, if not then check neutral switch and key switch.
