Won't get on step properly

I have a 2001 2 stroke 225hp that I purchase in May I took it out on a day where the seas were pretty ruff ended up turning around an fished inland later on that day went back out and noticed when I would go to get on step my motor would kinda bog down a little well brought it into a shop and the guy said water pump then he said fuel pumps I had both changed still did not fix the problem.. I ended up taking my boat to another shop where this man has done compression test fuel tests everything my prop and hub are good he's saying its electrical but yet he can't seem to figure out the problem my motor runs perfectly fine cranks every time I start it just when I go to get on step it's really hesitant to get it up but once it's up it runs has anyone had this problem!?! October 1 snapper starts again and I have already missed this whole past summers season someone help!
