Suzuki DF20AS (2012) can't go high rpm

PLEASE HELP!!!
Hi, I am a second owner of 2012 Suzuki DF20AS (2012 model). The motor starts and runs fine at low rpm. when i try to turn to about half throttle, it automatically drops the rpm to low immediately. if i try to keep it high RPM, it continuously goes Up and Down making the engine sounds like wiggling. The water pump seems ok as I see the water coming out of the pee hole. (although, the water temp from the pee hole is not much warm at all but almost cold...) Engine oil level seems good. I use non ethanol gas. can anyone tell me what might be the cause for it?

I also have a 2012 DF20, Nice motor. Try moving the shift lever to forward as there is a rev. limiter for when the engine is in neutral that inhibits too high of RPM under no load. Mine sounds the same until in forward gear.
