Cowling Stuck on 1983 Suzuki DT140

The release handle at the back of the motor is hanging free. The front part releases, but not enough for me to try and stick something in there to free the back. Personally I don't see a way of getting it off without breaking it.

Any advice would be appreciated.

Spray a good amount of penetrating oil from outside at base of handle and work back and forth. Had one do same. They can take a good amount of force. I had to use a 14 adjustable wrench to move handle which was corroded internally. Then took it apart and cleaned corrosion
