6 hp suzuki motor water stops coming out of the engine

I have a 6 hp suzuki 4 stroke motor. I am running it in a barrel to flush it. After a few minutes, the water slows way down and almost stops completely. I would like to be able to flush it without the motor running. I don't have the part and i cant figure out where the flushing port is from the picture in the manual.
