d140 wont start

Starter engages flywheel but turns flywheel very slow and makes clicking sound. Will not start motor. hooked up to charger and tried to start but same thing happened. Would this mean starter is bad?

I would test the battery first and clean all the connections from the batter to the starter. A corroded connection can produce these symptoms.
