1986 dt 40 carb problems

I have a 1986 dt 40 ran awesome last year, this year idling rough, so i removed carb soaked in seafoam cleaner for 24 hours, when installing back on motor noticed a very small tube about 2" long in the middle of carb so i removed this tube and soaked it in cleaner, re-installed in carb now it seems loose even when every thing is tight, and engine will only run with choke on and will stall when shutting choke off, should this "tube" be free floating inside carb any ideas???

Shouldn't be loose, I thought the main nozzle screwed in.
