New Df60 motor won't rev over 5000

Hopefully someone can advise, bought a 2012 motor, had problem with motor tilting up on its own, took it back to dealer, changed the relay, went out again, same thing happened, back to dealer, have now changed computer, had its 20hour service, motor no longer tilts on its own, but won't rev over 5000, going back to dealer again, but does anyone have any thoughts? If it never has turn over 5000 then probably have too large a pitch prop on it.

Before we had problems, have had the motor at 5600

The dealer needs to check it out, could be wiring problem or sensor problem.
