1999 Suzuki Dt25C

I have a 1999 Suzuki DT25C. It runs and idles good on the water hose I put it in the water and wont hardly run. If I trottle it up and down i can get it to full trottle and it will run wide open trottle, Compression is 118 psi on all 3 cylinders all,cleaned carbs and installed rebuild kits ,rebuilt fuel pump, changed plugs and checked firing seams fine. what next? thanks Jody

Thats usually plugged passages in carbs, synchronization off, reed valve or an air leak on intake or crankcase.
