My1997 df15 will rev fully in neutral, but will only rev about 1/2 full in gear before bogging. I have removed the carburator and choke and removed and cleaned all the valves and jets (?) I could find (side of carburator and bottom in center of float). What else is needed to resolve this?

Try pumping fuel primer bulb when engine boggs to see if makes run better, give it some choke to see if helps, if does then still have plugged passages or jets in carb.
