2002 DF140 shutting off

my 2002 DF 140 never starts on the first try. You always have to advance the throttle to start. Now you have to crank with throttle advanced in neutral and slowly return to neutral to keep it from shutting down. Then slowly advance the throttle to speed. Runns great at speed. There are zero codes flashing and the engine holder is fine.

Changed water fue sep
changed filter on motor
changed spark plugs
drained VST
cleaned VST filter

Check compression, check for spark on all cylinders, run fuel pressure tests, connect to diagnostic computer and check sync, tps and idle control.

Mate there could be a number of reasons why it won't start, when it does start does the engine sound smooth or is it lumpy and missing and when you bring the lever to the idle does it idle down smooth.
