DF 250 Cranks but won't start

I have a 2005 DF 250 four stroke and it would crank, but won't start. Also when I turn key to on the fuel pump won't engage. I replaced the fuse (30A) and it starts up normally, but when I get to 2500 rmp it would burn the fuse and shut off. Also the fuel pump is hot. Need someone to point me to the right direction on how to fix this. Could it be the fuel filter (part numbere: 15643-93J00 on Suzuki Outboard DF 250 (2004-2010) Fig. 13 - Fuel Pump/Fuel Vapor Separator) that's causing the pump to overheat and take the fuse???

sounds like fuel shortage for sure change filters is there water flow through fuel rail to cool return fuel to vst ?
